Good question.  The fact is, ROI for rainwater catchment systems are complicated to compute, and they aren't made easier by the tiered rate structure we have.  (Point-of-order: tiered rate structures promote water conservation, which is a good thing.)  Other factors that make ROI computations difficult and "end-user/property-specific" include available catchment area, desired irrigation area, plant type, evapo-transpiration zone, historical rainfall averages, historical water usage, and potential storage capacity.
